I tried changing the subsampling from from around 8 to 16. Now the size of the file is around 3.5 MB and the time taken to render the image looks like its some 35 FPS. I would be grateful if you can help me understand the issue.

Your GPU renders slowly because of either:
Lack of video memory (GRID=1)
First of all, I want to make clear that a GeForce GTX 1070 with 2048 MB VRAM can render anything with proper settings, be it a.PNG or a.PSD file, even with a 2048×2048 pixels. You said you’re rendering a 4096×4096 pixels image, so it should be possible with proper settings.
In my opinion the more obvious problem is because of lack of memory. You mention that your 4GB VRAM is full. But if this problem is not solved, then a second more not-so-obvious problem will happen.
I can’t tell you what’s wrong, because it’s hard for me to know what settings/software you use, and because there can be many possible problems. If you want to support:
Windows 7 will need 8 GB RAM
Wine needs at least 3 GB VRAM, and at least 8 GB RAM, 3GB per window
Photoshop needs a minimum of 6 GB VRAM, and at least 12 GB RAM (and if you want to know why, check this question)
your GPU can render thousands and thousands of pixels per second
your GPU is an NVIDIA GPU (because AMDs can handle fine (sort of) resolutions, but they are less effective)
you don’t need to use the most recent version of Windows
you’re not writing a game
you don’t have a problem with the software’s settings, and you don’t mind reading the manual
you want to support NVIDIA GPUs (otherwise you’d be using the AMD GPU as I said)
What we can try:
Use GRID to at least 4 (instead of 1)
Use CUDA (instead of OpenCL)
Right now I have no idea how to set these settings, but here’s how I want them to be:
CUDA is supported by many GPUs, but in my experience it’s best with NVIDIA.
OpenCL is supported by AMD GPUs, but you don’t need the most
